Rt. Hon. Elumelu, a seasoned legislator and respected political figure, represented the Aniocha/Oshimili Federal Constituency in the House of Representatives and served as Minority Leader of the 9th National Assembly. Over the years, he distinguished himself through active legislative engagement, sponsorship of people-oriented bills and motions, as well as advocacy for equity, accountability and social justice in Nigeria’s democratic process.

Political observers and stakeholders have often credited him with impactful constituency representation, particularly in the areas of empowerment, infrastructure and employment facilitation. Reports indicate that during his tenure, he facilitated employment opportunities for constituents in several federal agencies, empowered hundreds of youths and women, distributed relief materials during the COVID-19 pandemic, and attracted infrastructure projects including solar street lights, vocational centres and community development initiatives to Delta State.

Elumelu also earned national prominence for his leadership roles in the National Assembly, having previously chaired the House Committees on Power and Health, where he played key roles in legislative oversight and national policy discussions affecting critical sectors. His emergence as Chairman of the House Committee on Power as a first-time lawmaker was widely regarded as a landmark achievement in Nigeria’s parliamentary history.

The honour by the University of Benin has since attracted commendations from political associates, constituents and admirers, many of whom described the award as a deserving recognition of his years of service, leadership and contributions to national development.

The award further reinforces Rt. Hon. Elumelu’s reputation as one of the notable political figures from Delta State whose influence in governance, legislative advocacy and grassroots development continues to resonate across the country.
